GED и high school diploma вроде подходит.
Но вообще то "Аттестат об основном общем образовании" был после 8 классов из 10. "Аттестат о среднем (полном) образовании" был после 10 классов. Насколько я знаю, GED это когда уже поздно заканчивать школу из-за возраста, но можно пойти в специальную школу и получить GED как аналогию high school diploma.

My version is as follows:
1. основное общее образование - Basic Secondary Education
2. среднее (полное) общее образование - Senior (Complete) Secondary Education
According to wikipedia "Основное общее образование" is "Incomplete Secondary Education"
"Secondary education in Russia takes either ten (skipping the 4th form) or eleven years to complete, depending on the school. After graduation from the 9th grade, which is compulsory for all Russian citizens, a pupil obtains a Certificate of Incomplete Secondary Education. After that a pupil has to choose one of the following ways to complete his secondary education: to continue education for two more years at the secondary school or to pursue an associate degree at a Community College. The latter variant usually takes three to four years to complete but provides a pupil with educational qualification that is sufficient for most blue-collar jobs."

However, "incomplete" doesn't sound good. Perhaps it should be "Basic Secondary Education" ?
GED is just a test, not a course of study, and it's equivalent to high-school diploma. "Основное общее образование" that I asked to translate is two years short of a full high-school diploma, so it can't really be GED imho

I told you about education in the US. I don't know what they have in Russia. And, if you are translating for US customers, I am not sure if they will understand your version. You will have to explain a lot.
Maybe, it's just better to say: completed 9th grade?
