    I think just "Как сказать?.." is much better (natural).
    Altough it depends on the context, of course...

    If it's something like "How can I say xxx in Russian/English", I suggest "Как сказать?.."
    In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    Я просто думал у этой фразы есть вариант перевода "Я бы сказал", просто очень часто слышу эту фразу именно не в вопросительных предложениях!

    Я растяпа - мне показалось, что это вопрос имено про вопросительный вариант.
    С другой стороны, порядок слов говорит о вопросе. Просто некоторые английские, да и русские, вопросы произносятся в утвердительной интонации.
    Я так думаю.
