    I've always thought that who and whom are interchangeable. seems like whom is kind of formal. I hardly ever use it.

    I think He would say that in Russian "Я всегда ДУМАЛ" because he used the Pesent Perfect Tence, and this tense implies that he gives to you his life experience!! hence the time must be "past", ie думал
