English or Sound Version of Russian? Help

I keep getting a message, and while I am a beginner in Russian, I've never learned the sound style used in this phrase.

No ehto mne sovsem drugie, kogda ne govoryat po angliski. Pravil'no?

Does anyone know what that may mean. I've received it three time in email.

Also is it common to write like this other than on an American keyboard?

Thank you all, I learn a lot here.

Но это мне совсем другие, когда не говорят по-английски. Правильно?

Sounds like it's supposed to mean something like: But it's really something else when they aren't speaking English. Right?

I think совсем другие should be maybe совсем другое дело.

You should e-mail them and tell them to stop e-mailing you messages you can't understand. But anyhow, it is fairly common for people who for some reason can't type in Russian(or perhaps whatever program they are using prevents it) to type like that.

I think the same, but it's an incorrect phrase.
