    вызвать чувство вины (у кого-то) sounds good, shorter than my suggestion anyway

    винить (to blame), mmm, not quite the same thing IMO

    You're quite right, it's not interchangeable. But depending on context it's sometimes suitable and shorter to say just "винить".
