I think, yes, nowadays unfortunatelly. Anyway, you shoul be aware of the original phrase "Не верь, не бойся, не проси" which comes from stories written by Варлам Шаламов & Александр Солженицын. It's a prison saying which means that a prisoner must not trust nor fear other cons nor administration in order not to make it worse for himself.
