    Victor Borgay... person or word?

I am listening Radio Mayak to try to learn more russian... I keep hearing "Victor Borgay" mentioned a lot. Is "Victor Borgay" (not the piano player) a russian official, or is it a russian word not a person? Anyone know?

This is a name. Viktor is the first name. Borgay is the surname.
