According to http://www.cymraeg.ru, "w" IS vowel in Welsh (at least, between consonants). Sounds as "у" (I mean, Russian "у"). Here:

the logic of using the letter W to pronounce oo is ridiculous. thats why the written language looks so garbled. its lie dxps is pronounced KART(i made that example up for emphasis )
