In Russia - yes, they do pay taxes. In Moscow - no, they dont.

Sounds cool, but only if you get paid it from Germany but are living elsewhere..
- It's a FAMILY income, not that of an individual.
BTW:
If you are on welfare and are not living in something like 200qm + garden + pool, you get your rent paid, at least partially. Otherwise it would simply be quite impossible for a family to survive in a major city, a standard 3-4 room apartment in Munich can easily cost you 1k nowadays, and that's not necessary incl. energy and hot water. OK, it's probably right at the central station and stuff, but you get the idea.
- Husband + Wife + 2 children, let's say 1 baby and 1 elementary school kid. If you don't live in a bigger city, you pretty much really NEED a car, with all the consequences. 750 EURO monthly in such a situation... No, I don't want to know who it feels like.
Another aspect: that's data from 2003. For many people things are much worse now, Germany isn't exactly an economy wonder anymore, a new law regarding walfare was passed.
Sure, it's not exactly the hell, but it's not the paradise, either.

I started looking for stats when I read somebody's (above) statement about US middle class income being $80,000 at the lowest end.
I found this US statistic:
In 2004, the middle fifty percent of households had annual gross incomes between $22,500 and $75,000.

Quite a range, but definitely below 80K! Note that it is "household income" not "per person" income. This is a more realistic figure for a concept that is difficult to pin down. The 80-150K figure is way off-base.
