I know. But I keep stumbling on Government instead of State (mostly in american texts) because there is difference between Government Institution and State Institution for obvious reasons.

Every able-bodied male theoretically is obliged by law to join the Army at the age of 18 (and up to 27) for 2 years. (there are some variations and some exceptions but generally it is so).
