I am too living in Siberia, the Earth, and I hear sometimes that people refer to time moments without "в". Don't know the rules, but it definitely happens.

It is unlikely you ever hear "В двадцать две минуты восьмого" in real life. But it is correct. Exact time only matters if you are train engineer :bouncy:
