That place, Jurmala, has some of the best beaches in Northern Europe - I was there once on holiday. I wonder if the presenter of the competion is a Latvian or a Russian? I can't hear whether he has an accent or not.

He is still learning Russian language. He said that it was difficult for him to learn.

He has not an accent but he has some Latvian intonations (possible he speaks intentionally in such way).
