Can you give some more context? Normally you would just say 'welcome to X' not 'we welcome you'.

it's an index page of the website. there are some russian text "мы приветствуем вас!..." and "we welcome you". Is it correct?
I would use 'welcome to this-and-that website'.

We welcome you = formal/official
If I were to meet you here (say, for work) I'd say "Welcome to Cape Cod"
If your mayor visited my mayor, mine might say "We welcome you to Cape Cod" Meaning, the welcome is extended by a group.
I'm easily amused late at night...
"You're welcome" is something different.........after saying "Thank you " (spa sieba.......I don't have cyrillic font unfortunately).......
Welcome to America.....
We wish to welcome you to........Moskva......
or something like that.....
is different from "You're welcome"
