    Можно ли так перевести:

    - Где документы?
    - У секретаря.

    - Where are the documents?
    - With the secretary.
    In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    Yes that would be OK, but you'd more likely say "the secretary has them".
