No, that's not normal. Os and В are reduced but present anyway.

"do utra" is not the same as "dutra", and "govorit" not the same as "grit", even in fast speech, with most people at least. Although the sounds will be reduced, and for an English speaker they may sound close.
If I were to pronounce "dutra" (a non-existing word), I'd have reduced "u" to schwa, and "d" would consequently sound a bit differently from "do utra", where "d" would be better voiced and followed by something like a diphtong ("au")...
