I would guess this:
вся, елика восхоте, сотвори
something like:
всё что только хотел, сотворил Бог.
based on Russian stress in только, хотеть, сотворить
Интересно, а почему вы хотите эту информацию, будете читать вслух или петь псалмы?
I know that поелику (because) has stress on и. So елика should be the same.
P.S. AFAIK Church Slavonic has pure syllabic verses, therefore correct stressing should not be so important.
"Россия для русских" - это неправильно. Остальные-то чем лучше?

Wow! That Kedrov is great! I used to sing in a chorus, and that was one of the pieces we sang too. You need a solid bass for that one! I think there are some clips on the site, http://www.slavyanka.org/ .
Speaking of that, anybody in northern California might go to Крепость Росс in July for the annual Living History Day. Slavyanka will probably be singing there this year too. It's a great thing to do with kids. They used to shoot off cannons, and I bet they still do.
