Although sugar wouldn't be a "заправка" when it's a major ingredient, as in cakes and cookies -- only when it's added in small amounts to "correct" the flavor of a marinade, for example.

P.S. But заправка also has other important meanings that are totally different -- it can mean "the act of (re)fueling an automobile, airplane, rocket engine, etc.", and concretely it can also mean "a gas station."
"Заправка" as gas station and process of filling a vehicle (aircraft, etc.) is par for the course. Mostly used when referring to gas station.
But "заправка" for salad is rare. More often you will hear the verb "заправлять" (and it's usually salad or kasha-style). Заправить майонезом, заправить маслом, заправить сметаной; хотя бывает и "заправить кашу маслом" (add butter to kasha). Notice these are not spices, заправлять oftens means adding something like smetana, garlic, mayo, or complex souce.
