    Рупь here is the actual pronunciation of a word рубь which means the same as рубль.

    So here the guy says this:

    "I'd multiply every single ruble I bet that the guy is a fink by 100 if I happened to be wrong"

    So the guy who bet is utmost sure that the other guy is a fink
