A think that a term has different names according to primary / secondary school or to the university being in one of them класс and in the other курс. Which name belongs to everyone?

Техникум. In Spain technical enseignment of universitary level has two kinds of centers: Schools of Technical Engineers (3 years) and Schools of Superior Engineers (or DoctorEngineers, about 5 years). To which of this kinds reffers the Техникум ? Or to both?
