Sorry, I do not understand What does "assemble past the border" mean?
I have checked my dictionary for the word "assemble", and none of the meanings seems to suit for this phrase.

Could you please explain it in more details?

BTW, I tried googling "assemble past the border", and it found no results!

let us pretend we are in the airforce and we are flying airplanes. Our Superior officer tells us to 'assemble past the border in a formation' or 'to meet up past the border in a formation'.

Then, it would be better: сбор после пересечения границы. Since they cross the border by airplanes, not by the ground.
Literally: assembling after crossing the border.

I think it is a military term. In Russian "assemble in a formation" should be something like "принять построение".
"Россия для русских" - это неправильно. Остальные-то чем лучше?
