Based on the same reasoning I have noticed that when we use the местоимение: тот, та, то, те immediately after we use что.

Example 1 (From a book):

2. Избегай того, что притворяется, что он твой друг = Avoid that person, who pretends that he is your friend

I am asking because as a foreigner I was tempted to use the structure: тот, который = that person, who.

Your logic seems ok to me. Yes, we usually use который after nouns and personal pronouns, when this word serve to make a complex sentence (сложноподчиненное предложение).
Кто/что is used after adjectives, pronouns, numerals (all these words also imply some noun usually). Кто/что - this is the same rule, but кто applies to animate nouns (притворяется, что он твой друг - it implies человек) and что - to inanimate (не можешь сделать - it implies дело).

Also, it came to my mind, that when there is an adjective or a numeral with noun, you should choose the pronoun depending on the situation. For example:
Я первый человек из нашей группы, кто сдал все экзамены. vs Это касается всех студентов, которые сдали все экзамены.

You see when the description of the person in the main sentence makes him a single one, you use кто. Который is used when you need to single out some object from the set of similar objects. So when you've already done that with adjective/numeral (e.g. "мы первые" from your sentence) you don't need который.
When you use an adjective that doesn't single out an object you still use который.
For example:
Вот красивая сумка, которая мне нравится. (there can be many different pretty bags)
Это лучший борщ, что мне доводилось пробовать. (the best -> only one)
Это тот самый человек, о котором я тебе говорил. (that very man - seems to be the only one, but it's not the case. It can be that very man from the TV show, that very man who got the Nobel prize etc.)
Я единственный, кто смог решить эту задачу. (clear?)

The problem is that when I think about all this, I get as many questions as you. There are some sentences, where I'd use что with an animate noun.
Это девочка, что живет со мной в одном доме.
Я следила за человеком, что бежал по улице.
I can use который here, but the sense changes. I can't explain it. It somehow shifts the meaning towards description. ("что живет со мной в одном доме"="живущая со мной в одном доме", but not = "которая живет со мной в одном доме"). Can somebody help me with that?

bublinka I am sure there are many rules but the only way to learn them is if you listen people using them on the difference occasions.
The examples you provided made me also think and reconsider my conlusions. Thank you
