I don't really think there are any verbs that *require* об with prepositional. Prepositions are used to change the relationship between the verb and a noun. об has a specific meaning. Cases are what facilitate most relationships between nouns and verbs and each other. The prepositional case is basically just a big grouping of a bunch of other theoretical cases, that some other languages may have kept, like ablative, vocative, stuff like that. Since the noun is only marked as "prepositional", to distinguish between these "extras", prepositions are used, that's why it's called that. Back to the question, if I said "Я говорю кошку.",what picture comes to mind? I have no idea... That relationship between the кошка and the verb makes no sense, so, accusative doesn't work here. What we mean to say is that the speaking is -revolving around, about, concerning- a cat. Об (arguably) carries this meaning, so they say "Я говорю о кошке", where the cat is tied grammatically to the preposition, rather than directly to the verb. So if you should use об, that depends on the meaning you want, relative to the verb. Russian prepositions don't line up with English's quite well... Only tons of examples can really start to paint the picture of EXACTLY what something like об means.
I'm saying this because some Russian verbs need о/об + prepositional case to make the sentences clearer, meaning-wise of course.
