Vice-virsa. The end of the sentence is kept for the new. We did not talk about heavy rains but about the cause of the flood. Main, new and underlined information goes at the END of the sentence in Russian.
The answer to a question is at the end. Кто приезжает завтра?
Завтра приезжает Иван.
- Когда приезжает Иван?
- Иван приезжает завтра.

I understand that you mean "on the contrary" instead of "vice-versa". Really the question were not the place of "the cause" but that of the effect, the result. the second part, that becomes something (in instrumental), (as in the three examples shown above) what I see once and again in the first place:
"John became the winner" or "The winner (instr.) became John".

I don't quite understand what you are trying to say here. Can you make up a couple of sample sentences in Russian to illustrate your point? More often than not, we place the theme (topic) of a sentence before the rheme (comment), and it is the rheme that usually contains the new information.
