Чем больше слов, тем меньше они стоят.
(b) is more universal, can be said in any situation. default word ordering.
We can emphasize any word during speech without reordering of words, just by tone of voice.
But sometimes semi-rule can be used: place important (emphasized) words in first positions.
So, situations exist where (b)-form is good, but I doubt it can be explained easily. Just read/listen natives and get used to common patterns.

It's the basics of tone/emphasizing. But subject is much more bigger.
Commentator in the video says that order of "В Москву я приехал" is for emotioning. It's emphasizing also. Emotional emphasizing. В Москву, а не куда то еще.
"Ушел папа" also emphasizes "ушел" in emotional way. Something is wrong with his absence. Probably it was expected from him to stay there. But despite of it he gone! And this word is emphasized by tone and reordering.
But also it can be positive tone, not only negative. Context is important and this is really subject for books.
Either variant will do. But as a general rule you need to place explanation sentence ('когда он будет готов') right after the defined word, as the further the definition the more confusing to which word it is applicable. So, the first variant is a bit better.
But native speaker most likely won't see the difference.
Almost equal, but "b" sounds better. Он отправит его Вам - you normally shouldn`t split parts like "отправит его", if this is the main sence of your phrase, "Вам" is additional...
N.b. that "Вам" in uppercase is a popular these days though not 100% correct polite form. While "вам" is already a polite offiicial form, it is not nesessery to make it "over-polite" with uppercase all the time (it`s fine for greeting cards).
