    involved

    I had some issues in translating this sentence:
    "The ambassadors who are involved in this negation refused to make any announcements "
    Чем больше слов, тем меньше они стоят.

    I think you mean "negotiation".
    "Послы, которые участвовали в этих переговорах, отказались делать какие либо заявления".
    Direct translation "были вовлечены" doesn't sound good here. I think it is not used with professional duties, but hobby or extra work.

    I could just say: которые приняли участие ...
    but the problem was that I couldn't believe that in Russian there is not a причастие to express this quickly.
    Obviously there is: участвовавший
    Чем больше слов, тем меньше они стоят.

    Yes, or, in order to have some pity on the tongue, could be also "принимавшие участие".
    "которые участвовали" is okay, too.

    But should not be the English version 'who were involved', I wonder?

    If negotiations are going on right now, then we have Present, and it changes everything:
    участвующие
    принимающие участие
    которые участвуют
    ...
    "Невозможно передать смысл иностранной фразы, не разрушив при этом её первоначальную структуру."

    ...
    who are involved = которые участвуют (принимают участие) - present tense.
    who were involved = которые участвовали (принимали участие) - past tense.

    Also, in Russian we usually say "вести переговоры". So, the the best translation of your sentense is:
    Послы, которые ведут переговоры, отказались делать какие-либо заявления.
