    краткая форма

    When the director has knowledge that his company is insolvent and he continues to approve transactions increasing the company’s liabilities then he is liable for his decisions.

    Когда директор имеет знание (знает) что, своя компания несостоятельна(? ) и он продолжает одобрять (или утверждать) сделки (или транзакции) увеличивающие кредит корпорации, тогда он ответствен за его решения!
    Чем больше слов, тем меньше они стоят.

    …директор знает, что его компания… (A composite sentence here. Свой cannot be used to refer to a word in another phrase of a composite sentence (директор).)
    …компания несостоятельна… (ОК. is not needed.)
    …компания несостоятельна, и он продолжает… (A comma between phrases)
    …он продолжает заключать сделки (или проводить(?) транзакции)…
    …сделки, увеличивающие кредит… (A comma before a participle phrase located after the noun)
    …он ответствен(ен) за свои решения! (You can (and should) use свой inside a single phrase)
    …тогда он ответствен(ен) (Both variants ответствен and ответственен are correct)
    Those -ен/-енен are the problem even for native speakers. Both variants are ‘legal’ but both sound weird.
    One can change the phrase to avoid an undesirable word form:
    …он несёт ответственность за свои решения.
