Э-э... Значит, моя точка зрения, что темы, создаваемые русскоговорящими, привязаны только к разделу «English for Russians» — не верна?
Мною было как-то сделано замечание Оле по этому же поводу. :(
Нет, не привязаны, если они совпадают с тематикой и требованиями раздела.
В разделе «English for Russians» может написать и американец, если его сообщение будет про английский язык.

The equivalent in Britain are called General Register Offices, usually know either as simply Register Offices, or (incorrectly) Registry Offices. They handle the registration of births, deaths, marriages/ civil partnerships, adoptions, and I believe they are also now responsible for citizenship ceremonies.
Just in case you want a specific example, rather than a best-guess translation.
