The meaning of the sentence is not clear.

The payment for what? For taking photos?

However, сфотографирует is the future tense, while "takes photos" is the present tense and should be translated as "делает фотографии" or "фотографирует".

"within a period of two months it should be expected the first payment", I'd translate as "в течение двух месяцев следует ожидать первого платежа", but it is absolutely not clear how it is connected with the first part of the sentense.

"The ministry inspector takes photos and within a period of two months it should be expected the first payment" - the first payment should be expected.
