These are NOT cyrillic. Your system fonts used for windows titles and tool tips do not support cyrillic encoding (windows-1251). That's why they're displayed like that. Correct that problem and we'll translate them for you.

Also, a windows application (normally designed) usually have an embedded resource file with all the strings. You can extract this file and look for all the labels, titles and error messages.
