    Завтра я выступаю с речью = I'm doing a speech tomorrow
    I have to do a speech tomorrow = завтра я должен (выступить/выступать) с речью.
    выступить = mentioning briefly, as a fact
    выступать = the speech is definitely supposed to take some time, or it needs serious preparation
    Another month ends. All targets met. All systems working. All customers satisfied. All staff eagerly enthusiastic. All pigs fed and ready to fly.

    I cannot say: Tomorrow I have to do a speech in the univerity = Завтра у меня будет выступление в университете?
