    To speak

How do you say in Russian:
    1. "I have to do a speech tomorrow" i.e. to speak in front of an audience.
    2. "I have a formal invitation to speak в Высшей Школы Экономики* в России о кризиса Евросоюза" i.e. as speaker in seminar in front of an audience.

*Btw does anyone know this university? Is it a good university? Is it close to Moscow?
Чем больше слов, тем меньше они стоят.

The Russian word for "speech" is "речь". "To do a speech" is "произнести речь" or "выступить с речью".
Now, "to speak in front of an audience" is "выступать перед слушателями/публикой".
So, the first phrase, "I have to do a speech tomorrow", I would translate as "Завтра я выступаю с речью", or "Завтра у меня выступление".
The second phrase "I have a formal invitation to speak в Высшей Школы Экономики* в России о кризиса Евросоюза" has some mistakes. It should be "в Высшей школе экономики в России о кризисе в Евросоюзе.
The phrase "кризис Евросоюза" means a crisis of the EU as whole, as an institution. If you want to speak about an economical or political crises in the EU it's better to say "кризис в Евросоюзе".
So the whole sentence could be translated as "У меня есть официальное приглашение от российской Высшей школы экономики выступить с речью/докладом о кризисе в Евросоюзе".

    Завтра я выступаю с речью = I'm doing a speech tomorrow
    I have to do a speech tomorrow = завтра я должен (выступить/выступать) с речью.
выступить = mentioning briefly, as a fact
выступать = the speech is definitely supposed to take some time, or it needs serious preparation
Another month ends. All targets met. All systems working. All customers satisfied. All staff eagerly enthusiastic. All pigs fed and ready to fly.

I cannot say: Tomorrow I have to do a speech in the univerity = Завтра у меня будет выступление в университете?

"Выступать" обычно говорят о деятелях искусств, то есть выступают: певцы, скрипачи, симфонические оркестры, цирковые артисты, ...

a speech in the university = лучше добавлять "с речью", или "читаю лекцию"
Завтра мне нужно читать лекцию в университете.
