    I've heard that could be translated as "the whole nine yards". But since I don't understand what exactly "the whole nine yards" means I'm not so sure.

    это выражение чаще всего употребляется в следующем виде: "включить музыку на всю катушку" - это значит включить ОЧЕНЬ громко, так, что возможно она будет мешать остальным.

    It may mean "to turn the (round, spool-like) switch up to the stop" (in the ordinary or in a figurative sense)
