    Hmm... But there is a Polish actress known as Эва Шикульска in Russia.
    In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    I think "Ева" is a traditional and "Эва" is a modern way to translate Eva from European languages where Э is prononced.

    (Ева Браун, Эва/Ева Перон, ...)

    Шикульска - is wrong in Russian. There is clear rule in Russian language for Polish names: It should be Шикульская.
    But at present time some people break this rule (e.g. Барбара Брыльска). Also they can use non traditional Эва instead of Ева. I know Ева Шикульская also used in Russian

    Initially Е in Old Slavonic sounds as Э. In Russian it was substantially iotacized. Letter Э was invented much later to distinct pronunciation in some cases.
    Some linguists say there is no need of letter Э at all. Because almost all cases could be covered by simple rule У should be read iotacized in Russian words and not iotacized in foreign words.

    But some foreign words became more Russian and begin pronounce in Russian manner.

    50 years ago пиoнер was pronounced as пионэр (while пенсне, декольте, зеро, индекс, коттедж, купе, реквием, темп, шоссе now are pronounced with Э)

    100 years ago пэр,сэр,мэр could be written as пер,мер,сер,...

    OMG, our language needs a bit more of order.
    "Россия для русских" - это неправильно. Остальные-то чем лучше?

    Тьфу на эту грамоту ру в таком случае. Люди говорят через е. Вон, Ворошилов покойный в "Что, Где, Когда" на весь бывший СССР объявлял: "зЕро, господа!".

    Действительно говорят. Я так легко могу сказать.

    Мне помнится так в "Маленких трагедиях" по телевизору и говорили.

    Люди и [Что] говорят, не говоря уж о булоЧНой. А уж про [доЖЖи] теперь и не услышишь, пожалуй.
