Москва теперь строится целыми микрорайонамы, а эти микрорайоны порой стоят целого города.
However I can in general translate it, I'm not thoroughly satisfied with it: "Moscow is now built as independent / complete microdistricts, and these microdistricts (стóить?) sometimes are as (equivalent to) a complete town".
I have two doubts: a) My translation of Tв. п. in целыми микрорайонамы is OK? ; b) Why Ро. п. in целого города?
