    Ходить шалтай-болтай = to walk about without anything good to do, or to be restless, or to have a pleasure of being alone and doing what you want, when it is not normal for people of your status, or something of that kind...

    Wouldn't it be better to translate more literally? There is a word for "шалтай-балтай" in English, too. I'm not sure if it has the same meaning but the character of Humpty-Dumpty seems to have same connotation in both Russian and English.

    Чем так шалтай-балтай ходить и с голоду околевать...
    Rather than to hang around like Humpty-Dumpty and to famish...
