Wouldn't Хэзер with the udarenie on the first syllable be better? Admittedly it's still nonsense, an appallingly hard name to transliterate. Just I don't understand why you prefer 'ee' sound to short 'e' sound. The way I look at it, if you asked a Russian to read out the name Хэзер (Hezer), the poor lady in question might actually recognise that she was being referred to, but if they said Хизер (Heezer), I don't think she would.

PS Should be 'falsify' .. good word though
