    another question: MO

    On a birth certificate I'm translating, it says: Отдел ЗАГС администрации МО "Хасавюртовский район" Республики Дагестан.

    Anyone any idea what the MO could mean?

    May be it's "муниципальное образование" (not sure)

    Может быть это "муниципальный округ" (municipal district)?
    "Муниципальное образование" sounds weird.
