The big and snowy and starry dome of the sky (I don't know if "dome of the sky" is correct English, though, but I understand the meaning and it is perfectly translatable to Finnish) is swinging.

What is the meaning of "свездно-знежный"? What is the meaning of snow here, are the stars metaphorically like snow or is the night snowy and frosty, or what?

I think your first guess is right, but it's not so clear even for a native speaker. Only Oleg Mityayev (the author) can explain what he meant exactly.
Please, correct my mistakes, except for the cases I misspell something on purpose!

I think the author has compared a night sky with a snowy night. it's like a snow falling in a night.

Author means that stars in the night sky look like snow.
