It's not "суржик" but it reminds me of it by using both languages at the same time.

horrible mix of both:

I don't know what you mean by "суржик" being solid - it differs from village to village. People use Russian grammar with Ukrainian words and vice versa in different proportions. If you mean that it butchers both languages at the same time, while the guy in the movie speaks rather good Russian and Ukrainian, mixing then, then yeah...
