Most likely they are forbiden to fight with locals for real. Maybe there are some rules.
It must be weird rules if they don't allow Marines to defend themselves.
Yeah, that's weird, but maybe these rules exist to avoid an "international scandal"or something like that.
For example Soviet hockey team in 1972 was forbiden to defend themselves in fights with their Canadian counterparts. Afterwards the ban was lifted to our players delight.
i doubt that marines are not allowed to fight. And even if they are i dont think they would listen. If a marine is attacked a marine fights back.
