Shouldn't the referee whistle or signal somehow before they start?

Okay, so here is what is going on.

The team with the ball was down 0-6 and there had just been a penalty on the field of 5 yards. The play HAD started and everyone was lined up but the quarterback nonchalantly asked the center to "hand him the ball" saying something about another five yard penalty LOUD enough for the other team to hear.

Then he began counting out the 5 yards AND/OR he looked as though he was on the way to talk to the official. BUT no whistle was blown on the play ... which meant the play was still valid and live and NO penalty!

By the time the other team realized they had been tricked, it was too late. Only poor #19 figured it out.

The coach said they had practiced this play all season and were just waiting for the right time to use it!
