'Fur hats' in metro sounds a bit wierd since classical soviet man’s fur hats have are out of fashion since time immemorial, and most of them have been eaten out by moth long ago. What does he actually mean? Anyway, I can easily imagine that when temperatures drops to -15 to -25 degrees the crown of your head feels itself like cooked goose, while your ears still enjoy the life of cold turkey in those шапка-ушанка hats.
