    вот прикиньте, тут всего день бардак с кодировками и уже всего то от парочки зюков такая буча
    а мы так маемся с win 3.11-ых времён и по сей день

    есть такая программа Agama MailReader
    вот она знает !восемь с половиной тысяч!
    способов извратить русскую кодировку при пересылке электронной почты

    Just to avoid leaving incorrect information

    This is not correct (you can read corresponding materials on the Web, they are readily available, see for example well-known Web Internationalization links on my site listed in my profile):

    So we have to change manually to Cyrillic (or to German or to Chinese - does NOT matter) only in the following cases:

    - if site does not provide the information about its encoding -
    neither via HTTP Header nor via META..charset in the .html itself

    - if site does provide the encoding information, but it's incorrect, for example, "Western" while the page is really in Russian or "Cyrillic" while the page is really in German
