    Насколько я понимаю, on the picture будет означать, что что-то находится на поверхности фотографии, т.е. кто-то положил сверху другой предмет или пролил кофе на фотку, например.

    Lol, let me put an end to this absurdity - it is IN THE PICTURE!

    Vadim is right. "On the picture" would literaly mean something is sitting on top of a photograph.
    in the map
    I think I would say "on the map". eg "I can't find this city on the map", this place "isn't on the map"

    Наверное, потому что на картине изображение как бы объемное, а на карте по поределению условное, объекты не накладываются друг на друга.
