Ц may be followed by a soft vowel. I used Ць to...
That's not the best anaology.
The key here is the palatisation. A soft T can sound a bit like a Ts. In fact foreign Russian learners often wrongly pronounce soft T with a slight S sound after it....
Probably just a mispronounciation.
