В том-то и штука, что фраза изначально странная. Я бы, например, никогда не сказал "русские рассказы", а всю фразу построил бы так:
Я часто читаю детские рассказы на русском языке.

That sentence is not the best, but I think in speech it's perfectly acceptable.
You see, I agree that the better way would be to say:
Я читаю детям.
But, also consider that "рассказы для...
I'd say this sentence is a little ambiguous. However style-wise the better interpretation of that sentence in writing would still be that the person himself often reads Russian stories written...
