Yes, the same in Russian. I'd also prefer saying "кто-то другой" or "кто-то ещё" to "кто-то третий" in that kind of situation and "кто-то третий" really implies more suspicion here. :)

I'd translate it as "It's somebody the third, it's just the wind..."
I don't know the context here, but I can make up an example with a similar phrase.
