Actually, it is the main usage in everyday speech. I think it is left from USSR times, when some goods were not so obtainable and you could not just simply buy them. You needed to "доставать" them...

I meant "to obtain" in general sence. Yes, "достать" really means "to get something through hardship" mostly, but it doesn't mean "to understand", in no way.

"I think" and "I hope" are so vague things in actual speech that you may freely replace them.
Moreover, he wants to get them and that means "he hopes", not just only "thinks".
