is it understandable when you know russian?

for instance, i speak spanish and can understand most written portuguese (but can absolutely not speak it).

if i go to the ukraine, will i understand street signs and plates on buildings, maybe even harder texts?

Sure, it is understandable, spoken language is another thing.
