    Hangouts on Google+ (Видеочаты на Google+)

    I'm going to announce a new way to do language exchange and meet new people using your live webcam - Google+ Hangouts

    When we get more people on Google+ we can start hangouts (multi-user chats using your live webcam) between Russians and native English speakers. That should be very cool!

    We have a few English speakers already but we need more Russian speakers for video chats.

    This should probably say 'Helping you master Russian' not 'to master'.

    to help (to do smth) is valid and grammatically correct.
    Of course, it's possible to say the same without "to". Both ways are correct.

    Or did you mean some kind of pun?

    Perhaps it's just a difference between American and British English. As an American, I wouldn't say including 'to' is wrong, but I've never heard anyone speak in that manner.
